今天,市场监管总局宣布依法对拼多多、美团、京东、饿了么、抖音、淘宝、天猫等7家电商平台“幽灵外卖”系列案作出行政处罚。
总计35.97亿元的罚单,是食品安全法实施以来,监管部门开出的史上最大罚单。
此次罚单金额为啥高达35.97亿元?过去对电商平台的处罚都是认定为一个违法行为,依据食品安全法顶格处罚也就20万元,违法成本低,“幽灵外卖”屡禁不止。
此次对电商平台采取的是“一店一处罚”,也就是对平台未履行审查义务的行为认定为多个违法行为,有多少个违法行为,就累计处罚多少次。
平台发展时追求规模效应,担责时也应承担相应的规模效应。此次处罚表明了守住食品安全底线的执法意图。落实“四个最严”,守住“舌尖上的安全”。
