1988年6月，习近平同志赴任福建宁德地委书记，连续一个多月调研摸底，不少群众反映了干部乱占地建房的问题，闽东人称之为“马路边的腐败”。
习近平同志请来时任宁德地区纪委副书记张经喜，问了三个问题：“老百姓意见大不大？”张经喜据实回答：“大。”“是不是当前影响积极性最大的问题？”“是。”“将近三百万人该得罪，还是这两三千人该得罪？”“那当然是宁肯得罪这两三千人。”习近平同志立即拍板：“那咱们就干，要干就干成，义无反顾，开弓没有回头箭。”
当年，习近平同志以雷霆之势处理“马路边的腐败”。进入新时代，习近平总书记以中央八项规定为切入口和动员令，狠刹“舌尖上的浪费”“会所中的歪风”“车轮上的铺张”，从群众深恶痛绝的突出问题入手，以巨大政治勇气和历史担当正风肃纪反腐。
从重拳“打虎”到强力惩治“蝇贪蚁腐”，从监察法制定出台到国家监察委员会挂牌成立，从风腐同查同治到一体推进不敢腐、不能腐、不想腐……新时代党风廉政建设和反腐败斗争取得显著成效。
